The Diversity Business Enterprise Consortium (DBEC) is a comprehensive, turn-key program management and integration solution for government agencies and prime contractors at the federal, state or local level. The DBEC can be effectively utilized to assist small, minority, women and/or veteran owned firms improve their business processes, build capacity, and successfully perform on major contracts.

The DBEC offers customized business development and assessment tools, relevant educational programs, counseling and mentoring, as well as bonding preparedness and funding–all crucial to the achievement of sustainable growth for small businesses.
Purpose of the DBEC
The DBEC’s threefold purpose is to (1) create an avenue for achieving Disadvantaged Business Enterprise (DBE) goals; (2) consolidate DBE efforts for greater efficiency and effectiveness; and (3) enable wider participation of DBEs in the procurement process. The DBEC serves as a model for complex Mega Projects throughout the country. The DBEC is closely aligned with initiatives that support compliance in all aspects of Title VI.
Composition of the DBEC
The DBEC is comprised of certified small, women, minority and veteran-owned businesses and other partners with specialized expertise. The DBEC’s depth and breadth of knowledge, management experience and competencies span a broad range of DBEC’s disciplines delivered by professionals such as the following:
