Northern Virginia Mega Projects

Civil Rights BASS Program
Working to support the General Engineering Consultant for the Virginia Mega Projects, TCE serves on the Civil Rights team overseeing the Business and Support Services (BASS) Program. TCE assists small and minority companies seeking contract opportunities with the Mega Projects in business management and technical assistance support. The BASS Program focuses on capacity building efforts in business development, strategic planning, contract management/administration, customer/client focus, partnering and teaming, financial management, IT system processes, and marketing and talent pool development. These services are provided to contractors participating in full, competitive, solicited and unsolicited bid opportunities on the VA Mega Projects.

The Virginia Mega Projects are a series of large-scale transportation improvements designed to ease congestion and provide motorists with new, better choices for getting where they need to go. Projects underway include I-495, I-95/395 High Occupancy Toll Lane (HOT Lanes), the Dulles Corridor Metrorail Project, I-95 Widening and Fairfax County Parkway/BRAC. Collectively, the Northern VA Mega Projects represent over $6 billion dollars in highway and roadway improvements.

Business Opportunity Workforce Development Center (BOWD)

On-The-Job Training (OJT) Program
TCE has been contracted by VDOT to provide workforce development consulting services to disadvantaged adults to be enrolled in the On-the-Job Training (OJT) program. These services will include recruitment, screening, training and placement of at least 50 participants per year to attend the Department's Maintenance Training Academy for heavy equipment operations. After training, the participants will have the opportunity for employment with VDOT Highway Construction contractors.

DBE Program
VDOT established a Business Opportunity and Workforce Development (BOWD) Center in Richmond, Virginia under a two year pilot program. The Center offers parallel Disadvantaged Business Enterprise (DBE) business development programs and On-the-Job Tra ining (OJT) programs that target the needs of underutilized DBE firms . OJT and DBE Supportive Services are provided to expand the growth and self-sufficiency of these DBE firms and to enhance the development of their workforce, and the prime contractor’s workforce.

TCE was contracted to assist firms in business planning for sustainability and growth.  We also provide marketing related services that will increase the firm’s visibility, credibility, and image.
