Maritime Administration
The Department of Transportation Maritime Administration, Office of Acquisitions was tasked with supporting the life cycle management and administrative functions for the Maritime Administration. TCE was awarded two consecutive ID/IQ contracts with DOT/MARAD, successfully completing 32 task orders.

The purpose of these contracts was to provide a vehicle that would implement the full range of services necessary to support the future requirements of the Maritime Administration.  These contract vehicles provided support to the executive offices of the Maritime Administration, including but not limited to the Office of the Administrator, the Office of the Associate Administrator for Administration, the Office of Human Resources, the Office of Accounting, the Office of Budget, the Office of Information Technology and the Office of Administrative Services.  From 2003-2007, TCE provided administrative and staffing, contract management, organizational development and training, program management, media communications and information technology (IT) support.

Office of Administrator
TCE supported critical functions from financial management consulting services to executive studies. We:

Office of Associate Administrator for Administration - Employee Development Training Program
Undergoing human capital changes and challenges, DOT/MARAD tasked TCE with implementing interactive learning experiences to empower staff to reach their fullest potential. TCE worked directly with this office to establish an employee training and development program for GS-5 through GS-15 level staff. This training began with a thorough, competency-based organizational assessment process that determined individual skills and training needed for peak performance. The training sessions included employability skills, change management, effective communication, teambuilding, conflict resolution, leadership and supervisory skills, problem solving, computer literacy, customer service, self-management skills, general accounting principles and co-active coaching for senior management. TCE also established a Training Resource Center at the agency to conduct training.

Office of Administrative Services
TCE recruited, screened and hired Program Analysts and Administrative Assistants to support this office. Staff provided direct support to the Program Manager in providing services to MARAD Administration offices.

Office of Chief Information Office (CIO)
The Office of the CIO turned to TCE for its broad spectrum of capabilities in the areas of program management, technical writing and IT systems development. We provided on site Project Managers and IT support staff in developing and implementing its IT Technical Business Plan, the Executive Decision Support Systems and its Business Applications Architecture program.

Transportation Leadership Program (TLP)
Provided professional research development and documentation services to assist in the planning, development and establishment of the TLP. This program was created to address the Strategic Plan of the Secretary to develop future leaders in the Agency. TCE produced a promotional multi-media DVD designed to promote the merits of the program.

Maritime Administration

Federal Highway Administration/Office of Federal Lands
TCE conducted an assessment of the small business outreach activities of A&E and Construction contracts for this office. We assessed the current Small Disadvantaged Business (SDB) initiatives at FLH which involved a review of past and present goal performance, SBA compliance reports, one on one interviews with FLH acquisition offices and interviews with SDBs. We also developed an electronic central registry database of SDBs, searchable by their respective categories and their commodity codes. A final report was given with recommendations and approaching on developing and implementing a Small Business Outreach Program.
