TCE was awarded two consecutive ID/IQ contracts with DOL/ETA, successfully completing 8 task orders and managing tasks contracts for teaming subcontractors. For the Professional and Administrative support services contract, TCE provided technical assistance, research analysis, report writing, development and delivery of training, and logistical and administrative support to assist ETA in improving the quality of services to its customers, and building and operating high performance workforce development system nationally. This support enhanced the capacity of the ETA staff to respond quickly and efficiently to program requirements.
Office of Foreign Labor Certification (OFLC)
The employment-based immigration programs administered by the OFLC through the National Processing Centers (NPCs) are designed to assure that the admission of foreign nationals to work in this country on a permanent or temporary basis will not adversely affect the job opportunities, wages and working conditions of U.S. workers.
As part of its program managment services, TCE has a track record of providing professional and adminstrative support services to DOL/ETA, Office of Foreign Labor Certification (OFLC) in Chicago, Illinois, Atlanta, Georgia, Washington, DC and Dallas, Texas.
In 2008, TCE was awarded a multi-year contract to provide up to 208 on-site staff to conduct program management, program analysis, administrative assistance and database analysis support to the Atlanta, Chicago and DC National Processing Centers. TCE supports DOL in case processing for three major certification programs -- Permanent, H-2B Temporary and H-2A Temporary Labor Certification Programs. TCE analysts process a yearly combined average of 36,500 PERM labor certification applications and H2-A and H-2B applications to admit foreign nationals into the U.S. to work on a permanent or temporary basis. The number of applications processed at all three centers has surpassed the benchmarks established by each Center Director by approximately 20%. TCE's senior analytical staff on this $75M mission-critical contract conduct prevailing wage surveys, and provide recommendations to the appropriate Federal staff for granting or denying labor certifications.
From 2005 through 2007, TCE supported the OFLC Backlog Elimination Center in Dallas, Texas to help eliminate a backlog of permanent foreign labor applications. TCE recruited, screened and hired staff to provide program management, administrative, analytical and processing support to the Federal managers. Analysts conducted thorough application reviews and provided recommendations to the appropriate Federal staff for granting or denying foreign labor certifications.
National Office of Job Corps
The U.S. Department of Labor, Job Corps Program, provides academic and career technical
training to America’s at-promise youth. In recent years, a significant number of students
with learning disabilities have entered Job Corps programs.
TCE supported Job Corps in providing targeted training, capacity building and follow-up technical assistance, for high school and other academic and career technical instructors at 124 centers, in their approaches to supporting students with learning disabilities. TCE gathered data on the current system; researched alternative assessments to the Tests of Adult Basic Education (TABE) to accommodate students with learning disabilities; and conducted research on essential functions that students needed to be able to perform upon program completion.
TCE also maintained a 1-800 Just-In-Time technical assistance line designed to provide answers and resources for Job Corps instructional staff working with students with learning disabilities.
Center Operations - Office of Job CorpsTCE currently supports several Job Corps Center Operations by providing technical assistance and training in the Academic and Career Technical Training areas. Services include program management support to the Educational departments as well as training Academic and Career Technical instructors in the use of rigorious and relevant instruction and tracking and monitoring of program progress and performance.
