C. Gail Bassette

C. Gail Bassette is the President/CEO of TCE, Incorporated.  She has more than 25 years experience in broadcast media, business development and project management.  After having a focus in television production and media services for many years, Ms. Bassette realized the market potential of providing services to the Federal government and decided to diversify the firm’s service base.  Today, TCE is a management consulting company providing a broad range of support and advisory services in project management, organizational development and training, construction management and business management solutions.  Under Ms. Bassette’s leadership, TCE has grown from a video production company to a management consulting firm that delivers customer-focused, results-oriented solutions to its government and private sector clients.

Ms. Bassette is a results-driven entrepreneur whose commitment to service, integrity and excellence has led to TCE’s progressive success for so many years.  TCE has managed multi-year IDIQ task order contracts with the U.S. Department of Transportation/Maritime Administration, and with the U.S. Department of Labor, delivering over 50 task orders with awards totaling over $30 million dollars. In November 2004, she was presented U.S. Department of Transportation’s Women Business Enterprise Award for the firm’s work with DOT’s Maritime Administration.  In 2007, TCE was featured in Inc. Magazine as one of the 500 fastest growing private companies in the U.S.

For many years it has been a passion of Ms. Bassette to support and assist emerging small businesses and entrepreneurs in business growth and sustainability.  Out of that passion came the evolution of The Business Academy, a mentoring and educational component of TCE, providing business development tools, strategies and programs to empower and assist business owners, executives and managers to build capacity and capability in order to compete in the global economy. Currently, Ms. Bassette is one of the management consultants supporting the Virginia Department of Transportation construction Mega Projects to assist in building the capacity of minority contractors seeking to do business with VDOT.

Ms. Bassette serves on the Maryland Base Realignment and Closure (BRAC) Small and Minority Business Advisory Board, a charter member of the Board of Advisors for the Bowie State University School of Business, a Board member of Chevy Chase Bank Business Networking Council, a member of the Prince George's Chamber of Commerce and a member of Maryland/DC Minority Supplier Development Council. 

A graduate of Bowie State University, Ms. Bassette earned her undergraduate degree in Communications Media. She is a graduate of the Advanced Minority Business Executive Program at the Tuck School of Business at Dartmouth. Ms. Bassette is also a graduate of the Transportation Construction Management Institute at Virginia Tech and the SBA 8(a) Academy at the Howard University School of Business.

Diane Peters
Vice President

Ms. Peters is Vice President at TCE, Incorporated and responsible for managing all aspects of the daily operations.  She has 34 years of experience in the administration and management of employment and training programs.  She has numerous years of corporate management experience spanning from executive level to operational management positions.  Ms. Peters is an expert in human capital planning, workforce development, assessment and technical assistance and program evaluation.

Prior to joining TCE, Ms. Peters served as the Corporate Director of Career Development Services for ResCare, Incorporated, one of the largest operators for the federally-funded Job Corps Program under the U.S. Department of Labor, Office of Job Corps.  In this capacity, Ms. Peters provided executive-level support to 22 Job Corps Centers in educational management, administrative planning, program compliance and operational issues.  She had broad responsibility for the oversight of academic and career technical training programs for compliance and effectiveness.

Ms. Peters also served as Project Director for several national and regional training support contracts for the National Office of Job Corps.  Most recently, she served as Project Director on a contract designed to support students with learning disabilities.  As Project Director, she managed the coordination, delivery and conduct of all associated technical assistance and training that was provided to academic and career technical training instructional staff at the 124 Job Corps Centers.  Additionally, Ms. Peters served as Project Director for the first School-to-Work contract awarded by the Office of Job Corps to KRA Corporation.  In this role, she managed the development and delivery of training related to the introduction and implementation of the Job Corps School-to-Work model in all DOL/Job Corps Regions for academic and career technical training instructors.

Ms. Peters is a Certified Workforce Development Professional and a Co-Active Professional Coach through the Coaches Training Institute (CTI), an accredited institution by the International Coaches Federation (ICF). 

Ms. Peters is a graduate of Trinity College, Washington, D. C. where she received her Bachelor of Arts in Education and a Master of Arts in Education from the University of Phoenix.  She is a graduate of the Minority Business Executive Education Program at the Tuck School of Business at Dartmouth.  She has completed post-graduate studies in Divinity at the Washington Theological Union.

In 2008, Ms. Peters was appointed to serve on the Maryland Base Realignment and Closure (BRAC) Small and Minority Business Advisory Board.

Quinten Washington
Vice President, Construction Management Division

Quinten Washington is Vice President of TCE's Construction Management Division. He has over 25 years of U.S. and international experience involving engineering and construction, contract disputes, project management, project development, and construction management.  He is an expert in schedule delay analysis, preparing numerous CPM schedule analyses and construction claim evaluations.  Mr. Washington is one of 700 Certified Construction Managers worldwide certified by the Construction Management Association of America (CMAA), and has been a presenter of project scheduling and construction management topics to industry forums and seminars.

Mr. Washington has held positions as Senior Vice President, Construction Management Services of Intelligent Information Technology Solutions LLC’s District of Columbia office; Senior Project Manager for Daniel, Mann, Johnson & Mendenhall; Senior Project Controls Manager for Black & Veatch Pritchard; Project Controls Manager for BE&K Construction Company; Deputy Business Manager for the Super Conducting Super Collider Laboratory; Cost & Scheduling Supervisor for John Brown E&C; and Senior Project Scheduler for Fluor-Daniel.  In these roles, he was responsible for management and oversight of engineering and construction projects in the U.S. and internationally including the development and implementation of project management policies and procedures to ensure the profit, cost, schedule, scope, quality, and safety objectives were achieved.

Mr. Washington holds active memberships in the Construction Management Association of America, District of Columbia Council of Engineering & Architectural Societies, Associated Owners & Developers, National Society of Black Engineers, and Prince William Regional Chamber of Commerce.

Mr. Washington is a graduate of California State University at Northridge with a Bachelors of Science degree in Civil Engineering.  He has a wide experience in the construction of nuclear power plants, power/utility installations, process plants (Natural, Gas, Petrochemical, LNG, etc.), pharmaceutical plants, chemical demil plants, telecommunications networks, commercial buildings, K-12 facilities, transportation facilities and other areas.  His knowledge and experience includes project management, procurement of materials, and equipment and construction of numerous facilities throughout the world.  His experience with these projects include conceptual development, estimating of project cost, economic analysis, scheduling, commissioning, contracts, marketing, and areas of facility management and operations.
